As a result of the incident, the ship owners declared general average. Also, part of the cargo on the vessel has been damaged. GEMINI is now in Turkey where cargoes are to be discharged. Cargo insurers are being asked to provide general average security. We believe that it is likely that general average (GA) will be declared soon. This will mean that insurers of the cargo on board (most of which is undamaged) will be asked to provide average guarantees before cargoes can be delivered. It is important that any GA claim is reviewed properly so that it can be established whether or not cargo insurers have to pay or would be entitled to refuse to pay. ********Initial Report******** Reports have been received that Singapore flag vessel DALI (95,128gt built 2015) allided with the Francis Scott Key Bridge in Baltimore, USA, earlier today. The bridge was severely damaged as a result and reportedly vehicles have fallen into the river below. Emergency services have been in attendance for the last several hours. Initial reports suggested that DALI, a containership, had caught fire and sank following the accident. Later news indicates that in fact the vessel is still afloat. The vessel’s last port of call before Baltimore was Busan from where it sailed on 22 February 2024 headed for the Panama Canal. Prior to this Dali called at the following ports: Yangshan: 16 February Beilun: 11 February Xiamen: 07 February Yantian: 04 February Tanjung Pelepas: 30 January Salalah: 21 January The vessel had sailed from Baltimore shortly before the accident and was destined for Colombo. The bulk carrier was attacked by around armed 20 assailants, believed to be from Somalia, when sailing about 600 miles east of Mogadishu. ABDULLAH is a on a voyage from Maputo in Mozambique to Hamriyah, UAE, carrying a cargo of 55,000mt of coal. The crew of 23 Bangladeshis were reported to have taken refuge in the vessel’s citadel. Commonly a vessel and crew are held to ransom and this will often lead to a claim for general average against the insurers of the cargo on board a hijacked vessel. It remains to be seen however how matters will develop over the coming days. At the time the containership was in the St Lawrence River near Les Bergeronnes. The vessel was still on fire as of yesterday and the crew were still on board. Various vessels are in attendance to assist as necessary. MSC SAO PAOLO V is on a voyage to Sines in Portugal, and other ports in Europe. The vessel had sailed from Montreal shortly before the fire broke out. The vessel’s accommodation block has been damaged, but fortunately no injuries have been reported. The crew are trying to extinguish the fire on board. MSC SKY II is on a voyage from various ports in China, Vietnam, Philippines and Malaysia. The vessel had sailed from Singapore, the last port of call, on 22 February 2024. Another missile was also launched at the vessel but missed its target. This incident is the latest in over 50 attacks on shipping by Houthi forces since October last year. When emergency services arrived on the scene the found the vessel with a severe list to port and in danger of sinking. The crew members were evacuated and are being taken to Hwasun Port by a patrol boat. KEUM YANG 6 is on a voyage from South Korea to China carrying a cargo of steel plates. The attack was when the tanker was in position about 60 miles southeast of Aden. No injuries have been reported. But the vessel reported in a fire in a starboard cargo tank. The Indian Navy deployed its guided-missile destroyer INS VISAKHAPATNAM to the scene and the fire was later brought under control by military personnel. MARLIN LUANDA is on a voyage from Egypt to Singapore. This attack is the most recent of several perp6trated by Houthis over recent weeks. As well as, in some cases, damage to cargoes, these attacks lead to ship owners incurring expenses in the nature of general average, which may also lead to claims on cargo insurers. As a result of the accident, OMEGA suffered water ingress and capsized. The crew members were rescued by MIRABELLA, and three were reported to be injured. OMEGA was on a voyage from Tuapse to Jiangyin carrying steel products. MIRABELLA is on a voyage from Oman to Taicang with a cargo of Iron Ore. The vessel was boarded by a group of six people dressed in miliary uniforms. Contact with the vessel has been lost but it is thought the tanker, carrying crude from Iraq, is now headed for Bandar-e-Jask, in Iran. This latest incident follows several attacks on shipping during heightened tensions in the area, although previous incidents have tended to be around the Red Sea rather than in the Gulf. The container vessel had sailed from Nhava Sheva on 30 December 2023, having previously called at Hazira and Mundra. SSL BRAHMAPUTRA was destined for Jebel Ali, UAE, at the time of the incident. Vessels in the vicinity have been asked to keep a sharp look out and assist if possible, reporting to Mumbai MRCC.
